Only one fan working of the Graphic card

Hi everyone
I have a Sapphire R9 270X Dual-x 2GB and for some time now I have noticed only one of its fan works normally. At first I thought it was because of winter, that the temperature didn't require it to run the second fan but even while playing games like GTA V on ultra, the second fan doesn't kick in.
It starts for a second when I boot and then it stops. It's running when I use the Overdrive option and turn the fan manually over 80% but never normally.
What could it be?

My build is
Intel Core i5 4590
AMD R9 270X Dual-x 2GB
Kingston Hyper X Fury 8GB 1866 Mhz
Asus B85M-G
Cooler Master Thunder 600
Seagate Baracuda 1TB
 

But then how does it work when I manually set it at a higher percentage?
 


Okay, that makes sense. But then how can I fix it? And how can I be sure that it is this very issue?
 
If it's too late to send it back to the retailer for an RMA, try Sapphire support. They should have a longer warranty period on the card than the retailer.
Any attempt to "fix" or troubleshoot the problem would require separating the board from the heatsink/fan assembly. That would void the warranty.
