Question Only some RAM "usable" amount usable varies.

I have 16.0 GB of ram installed, but every time I boot up my computer it says that only some of it is "usable". the amount usable varies between 7.93 GB usable and 14 GB Usable. I have tried every method from ms config to the registry to try and fix it but nothing works. Please Help.
