Only uploads, no downloads

My PC will only upload things, but cannot download anything. It's connected by ethernet cable (and the only thing in my house connected by ethernet cable). No downloads results in no access to webpages, the router doesn't detect it as an attached device, and other download-related things. But every other computer in the house works with the internet. Any help here?

Router: Netgear DGN2000

No HARDCORE downloading is going on, and the ethernet cable is plugged in properly.

How do you know you have upload and no download? If you're router does not recognise it as an attached device there should be no network traffic at all. Besides from your pc maybe pinging your router to check if there's a connection (maybe you're reading this as upload). Can you please check this in control panel to see if you have a connection to the router and whether you have a connection to the internet:
Control panel -> Network and internet -> Network and sharing center
From here you should be able to see whether you computer is connected to your router which has a connection to the internet.
If you're connected to your router then you should see a full connection to the internet assuming your router is in fact connected to the...

If you're connected to the internet then just try pinging google, type "ping www.google.co.uk". If you get replies then your pc is connected to the internet and the problem lies elsewhere. If not then please check you're connected to the router by typing "ipconfig" in cmd prompt and try pinging the default gateway ip (usually 192.168.1.254"). If you get replies here then you're connected to your router.


From the looks of your router model though you should also be able to see some sort of indication when your pc is connected via ethernet as the router should light up that ethernet connetion port no.

Please report back with what you find out. Also as an aside can you try connecting wirelessly and see if you can get a connection to the internet and report back? Also give it another shot by connecting the computer to a different ethernet port and rebooting the router (standard procedure things).

I was using NetBalancer, and that showed some uploads being used (very few, though.) I somehow fixed the problem with a combination of removing every firewall rule, changing the QoS policy and using another ethernet cable. In network and sharing center, it showed it was not connected to a network. That's all I have to say, really.
