Open case or closed case?

hey for a while now i have had an open case pc and i would like to know if its better to have it open or closed
the type or case is a cheap case with little fan placement would it be better to have it open or closed. i know if it is open i need to clean it more but that dose not bother me to much.
or would closed have better air circulation?

Closed, best for both safety and keeping dust out I'd figure.

Closed case is best for cooling airflow, and to keep out dust etc.
