Open With flyout

On my desktop computer, if I right click on a .jpg image, I get a flyout
that says Open With with the arrow next to it, and another flyout of choice
programs.

On my laptop, however, I don't get that Open With flyout. I get the Open
With.... and then I have to go choose a program.

How can I get my laptop to do the same thing as my desktop...have the Open
With flyout with a list of programs showing?

I check the registry on both, and the key:
HKEY_CLASSES_ROOT\Applications\Paint Shop Pro X.exe\shell\
has the same values (including subvalues buried down further) on both
computers.

Open With sub-menu which contains the drop-down list of programs, is missing
for all the file types?:
