Question Opening up start menu cause 10% GPU usage

Hi,

I'm having a problem with my PC recently, but i don't know what causes it.
Every time for example when i open up the start menu in Windows 10, my RX 570 jumps up to 20%. Even worse, scrolling Google in Edge Dev is basically horrible and slow, and also my GPU and CPU jumps up to around 35%. Playing 1080p YouTube videos in the BACKGROUND causes my GPU and CPU to run at 60%. If i move my cursor, 10% GPU. This is not an Edge specific problem, Chrome even performed worse. If i close a window, my CPU usage jumps up to 60%. Can it be a hardware problem, or something with Windows os the AMD drivers?

My PC Specs:
2x Intel Xeon X5660 2.8GHZ, 6 core 12 thread per CPU
RX570 8GB
512GB NVME SSD
32GB DDR3 ECC 1066MHz RAM
Fujitsu R670-2 Workstation

Malware scan in Windows Defender and Malwarebytes haven't find any suspicious software. CPU temps under 100% load is 60 °C, GPU is 70°C
