Question Opening Windows tools from SSD first starts up HDD first

Even though Windows is installed on my SSD, whenever I open up task manager or notepad for example, I hear my HDD spin up and it usually takes 1-2 seconds to start such applications. Why is this?

You mean this? It is in Hungarian though, should I translate the whole thing or there is something particular that is important?

Edit: Maybe the problem is that I have paging files on the HDD? I'm not sure because I have 16GB of RAM, that should be enough for the paging file to not be neccesary.

If you physically disconnect the 1TB HDD, does it boot up?
Probably.

Is the HDD possibly higher in the boot order?
If so, the system will go down the list.
Tries the HDD first, see nothing to boot from - Next!

Oh, sorry.
I misread completely...

The HDD spins up, because Task Manager is accessing the drive.
Notepad? Possibly a potential place to save something.
