I recently purchased a new computer and forgot to add an optical drive. I cannot load the operating system on to the computer. I tried to do it through a USB and it will not allow me to save it or complete it on the other computer I can do it on.

O.K, so if I am to understand this, you are trying to install an operating system into a laptop with a usb powered optical drive or usb flash drive? Second, post details like what kind of laptop, what operating system? It sounds like you are trying to install an os over an existing os (being new) or to a blank hard drive?
This should be fairly easy once we get some details my friend. If this is a windows 8 or 8.1 deal, chances are you are going to have to disable secure boot in bios, again very easy.

I purchased a desktop from cyberpowerpc. I did not know there was not have an optical drive on it. I have a desktop with no operating system on it. I purchased an operating system from Walmart, windows 8.1 64 bit, and was going to install it on a ssd. The other computer in my house cannot create the USB because it is too old. The Windows customer support guy I was talking to said so because I kept getting an error saying it could not do it.

bios should detect it, just like if you had installed an internal drive or a flashdrive, it has embedded firmware.

Sorry for the late reply, yes, almost any external drive will work. You have to remember when you build a computer you are still booting from an optical drive one way or the other! your keyboard, mouse ect.. will still get noticed during P.O.S.T (power on self test) this is what detects peripheral components. In other words, you will notice your mouse and keyboard still work before an OS in installed.
