Operating system will not initiate, tried to reinstall windows completely wanted to wipe it clean,

So I recently just gotten a new cpu, microsoft account is locked I have to wait 30 days for it to be unlocked according ti Microsoft ridiculous policy, The agent recommended me to reinstall windows and format the drives where it will be install. I did that twice already out of frustration. Now when booting for some reason it shows 4 OS and the system wont boot or anything it keep giving me a error code

0xc0000225 this is the error code I receive.​

 
For an actual OS install, this:
(yes, thats for WIn 10, but 95% the same)

YOu need to actually delete all existing partitions during this process.

For the license....where did you get the original license?

I have windows 11, the license came in with the prebuilt PC.
 
If you have multiple drives and one of them already had a Windows install, this is the issue. You should remove all of the drives except the one you want to install Windows on.
Thats the thing, Windows is being installed in the M.2 that I have
I meant everything, incl the drives involved.
But whatever...

Do one more full wipe and reinstall, as per the instructions linked above.

Only ONE drive connected when you do this install.
See what happens.
Alright should I delete all the partitions that I have also? And leave the m.2 drive only?

Have ONLY the single drive connected.
Physical disconnection of ALL other drives.

Reading the above linked tutorial, Section II, step 6 & 7 speak to DELETING all existing partitions, and continuing with a blank drive.
