I removed the memory ram on my dell spiron and now I have a beeping when I power it on. Does that mean the ram is not seated correctly or is my motherboard in need of repair?

The beeps are a code and the number of beeps and their length (long/short) can point to the problem. If this problem began after you removed the RAM it is most likely a seating problem - that or damage has occurred to the sticks while they were out. Could you explain why your removed the RAM to begin with?

The reason I removed the RAM and put them back in was due to the windows7 was not booting up, and it would just go to the blue screen. So I was told to take the Ram out, and reseat it, and see if the bootup but it did not reboot all I hear is a long beep sound.
