Question Opinion on cousin's possible new build purchase

Hey everyone! There's this guy on Facebook marketplace selling his entire build, which consists of the following parts:

CPU: AMD Ryzen 7 5800X
COOLER: Azza Blizzard 360mm AIO
RAM: G-Skill 32GB (no timings or speed specified)
GPU: Gigabyte RTX 3080 10GB OC
Case: Lian Li O11 (comes with 6 140mm fans)
Motherboard: not specified

He wants 1000€ for it.
My cousin is very inclined to buy it, since his current build is my old one from 2013, and he asked for my opinion as well. He's gonna game at 1440p, and use it only for gaming.

I advised him to save up a bit more and build a whole new AM5 system, with brand new parts, since that's what I would do.

His plan is to sell the RTX 3080 for around 500€ and upgrade to an RX 6950 XT or a 7900 XT.
I'd love to hear your guys' opinion on it, some outside knowledge and feedback is always appreciated.

Take my opinion lightly because I'm not the sharpest nerd in the shed.

The build itself looks good but I'm generally against buying other people's builds because you don't know how old it is and what quirks/issues it might have, on top of potentially missing manuals and spare parts. Especially considering the build you mentioned doesn't specify RAM speeds (You'd much rather 16GB of fast memory than 32GB slow memory) or drives (you'll want an SSD). I'd agree that he should save a bit more and build his own PC.

In terms of power it's very similar to my PC and should plow through almost anything even at 1440p.

If you take the $500 off for the 3080 it is hard to say the rest of the parts are worth another $500. You don't really want/need water cooling on lower end CPU so what value do you assign it. If you were to go air cooled in a cheaper case you can come close to buying all those parts new for $500. Have no idea how much less you would put on used parts.

Exactly! I share the same opinion when it comes to buying used builds from other people.
To me, it's just a huge risk since you never know how all the parts have been handled/treated, like you also mentioned.

I've managed to convince him to wait a bit longer, save up a bit more, and then I'll help him build his new PC.

Agreed. We don't even know in what condition everything is, it's not worth the gamble for me. And you're right, when it comes to being able to buy all those parts new for around 500€ (going air cooled), I think it's definitely doable right now. He'll wait another month or two in order to get everything brand new.
