it really all depends on your expectations for the machine. for $400 i would just say get a ps4 ;) it has par performance for now, and promises to be future proof for a generation. if, however, you are able to stretch another $200 and get something that's worth the upgrade, i would suggest:

Go with the Intel Pentium G3280 (or whatever it's called), a matching H97 motherboard, drop down to single channel DDR3-1600 RAM (you can put another stick later), and get a proper 500W PSU either from Antec, EVGA, XFX, Corsair, Superflower or Seasonic.
