lol, I'd imagine those readings are what you got from a purely CPU-bound stress test like Prime. You need to run an actual graphics stress test like Heaven/Valley/Firestrike to see your GPU's actual load temps.
Perfect. No problems there and plenty of thermal headroom to overclock that 970 and stretch its legs! Though a rise of only 1C under load does seem to be too good to be true if your CPU is at 66-68 unless you have a watercooling loop just for the GPU?
