NAVGAP policy is to allow players to join a game and when that game
gets to the starting condition (typically 11 players) it will ask each
player to confirm they want to play in that game. They must reply
with a yes (via a unique confirmation code they get sent) within 3
days or they kick removed from the game.
If a game does not get all players confirming yes, it reverts back to
taking players mode and an email is sent to all players saying why it
did not start.
If all players reply yes, then the game moves to waiting for host to
master game and players get an email telling them that.
I master the game, selecting the placement of players (I base it on
race and sometimes the player - as I do see some players seem to
always team up so I split them apart in the map, thus trying to
eliminate them from normal a natural partnership)
Up to the point of the game starting (having the game say all players
confirmed and game will start) I allow players to quit the game for no
penalty. However, I do check on the frequency of join and quit
commands looking to see who is triggering game start voting or
confirmation cycles.
If a player quits a game, after it is started, and the game is within
the first 20 turns, and I have not approved them leaving the game, I
impose a penalty on that person. If a RCCL ranked game they will get
500 points taken off them. (worst I have imposed was a 750 points).
They also go to my list of un-reliable players and will find that they
are going to not be able to automatically join NAVGAP hosted games.
