Opinions needed for a new graphics card

I went on PC Part Picker to look for an upgrade from my HIS Radeon HD 4670 1GB and I can't believe how many choices there are. I have an old motherboard but it's still good, It's a
ECS AMD Phenom(tm) II X6 1090T Processor (6 CPUs), ~3.2GHz I really don't know what you should look for in a graphic's card. Is the higher the number better like a Radeon HD 7870 compared to my Radeon HD4670? I want to do video editing and spend about $200.00 on the card. Can you please give me some suggestions because Pc Part Picker has a hundred choices.

For using a card to accelerate editing, nVidia is better than AMD. For your budget and power supply, GTX 960 is a good pick.
