What does that mean?
Do you need to supply your own, or are they installing windows 10?

Corsair VS is a very poor quality psu. tier 5/6 on this list:
and 350w may not be enough for a GTX1650
Better to buy a quality unit of 550w to provide for a future graphics card upgrade.
Seasonic is always safe.
1one stick of ram will operate is slower single channel mode.
Buy 2 x 4gb or 2 x 8gb. Ram is cheap enough, go for 16gb.
Do not count on adding ram later; Mixed ram does not always work.

Do not pay extra for the cooler.
I5-8400 does not need anything more than the supplied stock intel cooler.

It will cool just as well and will not risk leaking.
 
Solution
You can do better. The 1650 is an obsolete card, it was replaced by the 1650 Super which is substantially faster. The Corsair VS is a terrible Powersupply and 350 watts is way to low. Here is a better system, you can either run Windows 10 license free with some appearenece restrictions and a water mark, or buy a cheap OEM key online
