my OS is installed on an SSD but the games are on HDD. does adding intel optane improve the HDD gaming performance in this case?

Assuming it's set up as a cache drive, the answer is maybe.

If it's a game you play every day and a lot of its data can fit into the drive, then yes. Otherwise no. But the sticking point is the data has to be frequently accessed for the caching system to provide any practical benefit.

What motherboard would this be on?

It would be btter to replace the HDD with a SATA III SSD, or add a SATA III SSD.

The answer is no - optane only works for system drive (and obviously only if it is HDD not SSD). You can't speed up storage drive.
