i recently upgraded to a better PC and upon setting it up i realised that the [strike]disk[/strike] disc drive was not working properly. further inspection showed me that the disc drive does in fact open and close without issue and spin the disc as if it were ready to pop up in 'my computer' but it doesn't. the disc drive doesn't even show up at all in device manager as if windows doesn't recognise it.

The Drive: LG GH24NS95

Device Manager (Disk Drives): KINGSTON SHFS37A120G & TOSHIBA DT01ACA300

PS. im pretty sure the Toshiba is my external hard drive i own but as for Kingston i only own an SSD of that brand

please reply with any fixes or questions

Solution
The symptoms show that power is connected to the drive, but you may have forgotten to connect the data cable to it when you were upgrading. Please check.

(With power connected to it the drive tray will work, but without data cable connected to it the system cannot "see" it, effectively it doesn't exist).
