optilex 755 sff not booting when added new graphic card

i bought an ati 1300 pro 256mb for my optilex 755 sff it fits in but the problem is when i try to power on the cpu restarts three times the fourth time i have to power it on as i do the mouse lits keyboard lights lits it shows that pc is working also the fan on graphic card is also spinning but i have no display another thing when i push the vga cable more the monitor gets a signal but only the leds of lcd lits and nothing more please i want help i know this card works in this shit

Might be a defective old card.
