Optimal air cooling under 100$ CAD for an overclocked 8700K

What do you guys think is a good air cooler for that price that could keep and overclocked 8700K at good temps? Here is my build https://ca.pcpartpicker.com/user/FlameKaito/saved/gkryf7 . I found a 750w PSU for the same price so its actually 750 w, not 650.

personally, i like the quality of the noctua coolers & fans - i couldn't find a spec on rosewill's site on the height limit for the cpu cooler, so i'd confirm with them, but the noctua NH-D15 is 165mm tall, and if your ram is tall, then you'll want to go with the NH-D15S, 160mm tall

whatever cooler you go with, do not over apply the thermal paste - the paste is only to fill any gaps (.002" or less) between the cooler and the CPU's IHS - some folks say half a green pea (volume), that's on the high side
i use the volume of 2 uncooked rice grains
