Optimal amount of money for a gaming computer

I'm thinking about buying a new gaming computer (I'll use it for making tutorials with Camtiasia, some video editing, but I think that video editing/gaming will be the most taxing task on this system).

I was pretty enthusiastic and my theoretical computer ended up over 10 000 $ (ten thousand, you read that right).

So I'm asking here, how much amount of money would I spend on a gaming computer (and how much on the peripherals - monitor, mouse, keyboard, ...) to have a gaming rig that can run for example upcoming Witcher 3?

I heard some users say that over 1 500 $ it's low return on investment, so I'm asking you. How much money is optimal?

@TheGh0st01 - I`m sorry, but there`s no right answer to your question.
The optimal amount of money is a compromise between what you can afford, and what you expect from a PC.

If you see yourself as an enthusiast, then the sky is the limit, and there`s no stopping you on goinf got the most exclusive parts.
But if gaming and editing is your delight, you might be fine with an i7 4790k, and two cards in SLI or Crossfire, and with all the peripherals you might get close to 2.5-3K for a really good build.
