Optimizing my modem configuration for top internet speed.

I have a Zyxel PK5000z broadband Centurylink modem and I am honestly mostly clueless as to all the various tech jargon settings. I am paying for a 7-8 MB net and the most I have ever gotten is roughly 700 KB/S. In the modem configuration I see the green modem speed as 5792/704 KBPS. http://www.speedtest.net/ tells me I have a 4.5 MB/S connection but when I actually DL things, like from Steam, I never get more than 700 KB/S. I am on wired connection and have a Realtek PCIe GBE Family Controller for Ethernet.

So here are my questions;

1. Are there any settings I can change to speed up my internet?

2. Is it normal to only get a partial amount of the internet speed you pay for?

You are having 7-8 Megabit/s speed. And not 7-8 Megabyte/s.
Windows tells you the speed in Kilobytes or Megabytes or Gigabytes.
So do the math, if you have 700KB/s - that's 700 Kilobytes/s, means 5.6 Megabit/s which is closed to what you are paying.
