The short answer is yes. But a Q6700, or QX 6700, QX6800 would be better, and the Q6600 can't be overclocked in that one like the later Optis.
A built out Opti745MT would have a QX6800 SLACP CPU, 8GB DDR2-800 low density x64 RAM, and "ZOTAC GTX1050 Mini" GPU.
The D9729 heatsink fits, and the whole fan assy. can be replaced with a Dell NC466, or DG168 Delta AFC1512DG 150x50mm fan. This is a very quiet, very powerful fan. 1.8A. 256cfm.
The next step would be an overclock using Throttlestop 6.0 software to 3.45-3.73Ghz. Heatsinks on the VRM MOSFETS help. Only the QX CPUs can do this.
The ZOTAC Mini is the only 1080P GPU that drops right into that computer. The 4GB Ti will work best most of the time, but may have issues with a few memory intensive games/benchmarks.

A QX6700 is dirt cheap but the B2 stepping runs hot and slower. 3.2 to 3.45 GHz is about all.

The bracket can be removed and cut in 1/2 due to no connectors on the 2nd slot side. trim the plastic to be even with the end of the PCB at the other end. The 3GB won't have any RAM capacity issues.
This will require a PSU swap. The 375W Dell PSU form the BTX Mini towers will drop right in, and has all the correct power rails for this old computer. Precision T3400 models will work.
