So I have bought some ram that is 1600 and whenever I put the ram in my computer beeps. Probably about 6 times. And the lights that show up are 1+3. Is there a way so I can use the ram at 1066, all I’m trying to achieve is having the 16gbs of ram

So I’m going to have to buy new ram for the computer for it too boot with 16gbs?

Crucial.com guarantees compatability and has a lifrtime warranty. They're well regarded for new RAM.
Instead of looking at clock speed you can look at CAS Latency for best performance at 1066 speed. I'm running Gskill Ripjaws 2x4GB DDR3 1333 CL9 in my Opti 380. But running at 1066 speed the CAS Latency is 7. Compare this to CAS 11 on generic DDR3 1600 and the loss is not so bad.
Latency is how many clock cycles the memory uses to refresh the data. Lower is better and it's just as important as clock speed.
Unfortunately this spec isn't published for the lower clock speeds. But DDR3 @1066 CL7 is a good goal for that computer.

i get what you're saying, right now i have bought from timetec are the 8G DDR3L 1600 CL11 1.35V 2Rx8 Sticks. i would need 8x2Gb of DDR3 1066 CL7? Not CL11 Correct?

The 780 only has 4 RAM slots so 4x2GB DDR3 x64 modules. The CL11 1500modules will very likely tighten up the timings when running at 1066 speed. Very likely to CL7. You can run a program like PC Wizard, CPUZ, or HWinfo 64 to see what you're getting. 2Rx4 and 2Rx8 are specs. usually used for servers and have more to do with how the data is arranged than the chips used, although it's related. I wouldn't buy anything the seller doesn't say will run on an Optiplex 780.
If they don't know this but from someone who does.

Hey, I was wondering if this ram would work, https://www.amazon.ca/Komputerbay-P...dpPl=1&dpID=51ec-vb6aUL&ref=plSrch&th=1&psc=1 would I need 4x4gbs of for my machine to get 16gbs or would 2x8gbs work?
