optiplex 790, gtx 960 not working

I bought a dell optiplex 960 and I can't get my geforce gtx 960 to work. It's not being recognized in device manager and the BIOS says all PCI slots are empty.
Can anyone help me?

Boot into Safe Mode (F8) with the old GPU.
Create a System Restore point to preserve the old GPU drivers.
Remove the old GPU drivers.
Install new GPU, and in Safe Mode with Internet install new drivers.
You didn't mention a PSU upgrade. Do you have the extra PCIe power cable that card needs?

i have a 500w PSU in with external power going to Graphics card. it had integrated graphics before.

Check BIOS settings with monitor connected to integrated GPU - - BIOS may need primary graphics changing from "integrated" to "PCI Express".

Save & exit BIOS.

Shut down PC.

Connect monitor to GTX card.

Restart PC.

There is no option in the BIOS to change primary graphics.

The Optiplex 790 is EUFI rated, the GPU could be Legacy or EUFI dpending on the manufacturer. If it is Legacy you need to turn off Secure Boot in BIOS, and turn on CSM, or Legacy Mode if there's an option for it.
