Orange covering, can I remove it?

Opened up my friends laptop because it had been overheating for a while...

Got the motherboard out and when I removed the heatsink for the processor there was a ridiculous amount of thermal compound on it and the processor...

There is an orange transparent covering on the processor and the thermal compound got under that as well. I want to remove the orange cover and clean it up...

Can I remove the orange covering?
What is it for?

Solution
You can remove this but remember to put it back after cleaning. It protects the circuits under it from short circuiting when you install a heatink or apply silver/copper based thermal paste.

If you believe that there is enough pressure between the cpu and the cooling system/heatsink I recommend to apply arctic silver 5. If you think the whole system is a bit floaty then maybe a ceramic based solution is better.
