Question Orange DRAM LED on motherboard is permanently lit ?

My Mate had a PC running Windows 10 and then he decided to upgrade to Windows 11.
He enabled TPM in the BIOS (nt sure what BIOS version) then started the upgrade process, the PC restarted and since then has done nothing. Blank screen and the orange DRAM LED on the mobo is permanently lit.

Motherboard: ASUS TUF Gaming X570-Plus (Wi-Fi)
CPU: Ryzen 9 3900X

I have tried his RAM and gfx card in my PC and they both work
I tried my RAM and gfx card in his mobo (1 stick, 2 sticks in different slots) and orange DRAM LED is permanently lit.

I remove all RAM and it beeps an error code and the orange DRAM LED is permanently lit.

I've removed CMOS battery for hours, pressed and held power button and also closed the reset CMOS jumper but still the same.
I've tried a different PSU and same result

I don't have an AM4 CPU to determine whether its CPU or mobo.
I have removed everything from the case, took the cooler off and it pulled the CPU out the socket, the thermal paste had gone totally solid.

I can't think of anything else to try, does anyone have any suggestions or clue what is wrong?
