Question Orange light on my motherboard

I'm getting an orange light on my motherboard. And my pc not turning on and show yellow light on power button

My PC isn't turning on. It's showing orange light on motherboard. When I press power button all fans start spinning and nothing on screen.

I have Dell Optiplex 780 Tower PC
Motherboard i don't know.
8GB DDR3 RAM
Intel Core 2 Quad Q6600 2.4GHz
1GB 128-bit DDR3 AMD RADEON HD8570 graphics.
