I built a pc out of a dell optiplex and some other part and there is a orange light on the mother board, can someone help me with this issue?

You need to download the manual for that specific model Optiplex from Dell. However, in general, an amber light on the motherboard typically indicates that either the power supply or memory are indicating a fault. It depends upon whether or not it's flashing. You'll get this quite often when trying to "Frankenstein" a build.
