The price of the PC doesn't sound that bad given it has an OS and peripherals. The 660 ti is a sweet spot at $200-$250 not $300. The similarly priced 7950 tops the 660 ti in almost all benchmarks so im not getting what the big deal is unless the pricing comes down.

Odds are that they have a discrete GPU in all of these rigs, which the remove. So you pay "less" for the first card because you don't have to pay for whatever GPU is in the system before the upgrade.
I don't know, but the price of the 660ti in Europe is outrageous. It's 300 euro and not 255 (299$) or so.
Give me a reason to buy this card, especially when the 670 is 50 more euro.

Where you honestly expecting anything different?
We regularly get hosed over here with Euro prices directly taken from the Dollar prices.
Unless you have a friend in the states willing to purchase and ship to you, not really much that can be done about it.
