OS and Hard drive?

Hi i'm going to buy lots of new stuff to my pc and wondered if I need to buy a new OS and hard drive. The computer I have right now was already built when I got and I have now changed some of it here are the specs

CPU: AMD A10-6700 APU (new one will be i5 4690k)
Hard drive:TOSHIBA dt01ACA100
GPU: Asus gtx 960
Motherboard: Right now don't know (will be Asus Z97-A)
OS: Windows 8.1
 
If this is a prebuilt pc from any major supplier it comes with oem windows whos licence cant legally be re used on a different pc and motherboard

If hdd more than a year old best to buy a new boot (window drive) possibly a SSD or a fast modern hdd

Even if re using old hdd best to reformat windows partition before re installing windows
May be best to buy window 10 rather than upgrading from 8 to 10

If you previously upgraded from 7 to 8 see what sort of window 8 you have
Oem , retail , upgrade etc
