OS doesn't open only f8/ f12 command on my dell laptop, can I bypass the OS to clone my hard drive?

I have an old Dell inspiron15 with Windows 7 but I don't manage to get the OS to start on it only a blank black screen.
I only manage to get on to f8/f12 booting options and when trying to restore it says not enough space on the hard drive.

Any advice how to get Windows to open or copy the hard drive onto an external drive / new SSD card without opening windows. will be grately appreciated.

If you clone the drive, you will likely end up with this same issue on the cloned drive.

Does it work in Safe Mode? If it does, see how much free space you have, it's it's under a few 100 MB, delete some files you don't need and try booting again.
