OS install poblems

Im not quite sure where to put my problem so I hope i chose the right place.
Ill start from the beginning: I built a pc for my mother and chose a small ssd for the boot device. It has been 3 years since I built it and now the disk filled up with the windows folders that grow in size over time. It got to the point there was no free room left and the computer became quite unusable.

My solution is to install windows on her other drive and using it as the boot drive. I booted up the pc from usb and started installing a new version of windows.

The problem is that it starts to install fine and it unpacks the files or whatever and gets to he point where it has to restart. after it restarts it doesnt continue the install, instead it starts the install process all over. Ive never had this happen to me before and I am out of ideas except to pull the hd out and try to install windows on my pc.

Solution
if there no files on the new hard drive then unplug the ssd for now and then run windows installer make sure there not partion on the new drive. if the error is still there make sure you used a knonw good usb stick and used microsoft to usb tool to make windows 7/10 boot usb stick or windows media creation tool for new windows 10 usb stick. in the bios make sure boot set to usb the then new hard drive. if the error still there you may have to use diskpart and wipe the new drive becuase there may been an issue with the mbr file.
when windows installs itself it looks for blank drive and any other installed version oif itself. if it does you have to be carefull of where the system restore folder is as there where the boot files are. in real life your better off moving here personal data to usb stick or clound like google drive if it less then 15g in size then wipping the ssd. on settng up the pc for her again make sure set windows download folder to drive d or the storage drive and show her how to install new aps to the storage drive to keep the ssd empty. as some point if you dont live close you can install software to let you log into her pc and clean it up at night when shes off the pc. also programs like ccleaner can be set up to keep old files off her pc.

Umm she actually has 3 hard drives. one is from her old windows xp and the one is the ssd and the other is a new drive. the ssd only has windows on it and all her personal files are on the other drives. I am not going to reinstall windows on the ssd because it just desnt have enough room for windows to "grow" in size from 12 to 30 gb over years of use (which is what has happened) I am attempting to install a clean version of windows on the newest drive which has never had windows on it before.
