I have 2 NVME Drives, and found I was unable to turn on the pc to install the OS unless all of the other drives were unplugged. I did so, and it still won't even start the process of booting if I have any other drive plugged in.

Just NVME? gets to desktop and I can download, browse the internet, etc fine.
Plug in even a single other drive? The fans only turn on for a second and then stop.

You're advised to have only the drive you intend to install the OS on populating the motherboard, in your case, after a successful OS and driver installation and getting into OS GUI, you shut down then power off the system and drop in the remaining storage drives one at a time.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Include the BIOS version for your motherboard at the time of writing.
