OS Migration (not clone) from 1 SSD+1 HDD into 1 SSD

Currently my laptop has 1 SSD and 1 HDD. When Win7 was installed, I used audit mode to create user folder in the HDD, so the main OS is on the SSD (C), but user folder resides in the HDD (D). Now I have a bigger SSD , and want to have everything in the new SSD. What is the best way? Can I use certain cloning(migration) program to do the job? Or should I install Win 7 into the new SSD and copy the user folder contents from the old HDD? Since the user folder is interlinked with OS, it cannot be handled as just one of data folder, and it's not clear if such cloning program can migrate the folder from old drive to new one and seamlessly integrate it with OS.
