Did you try Start up repair? Its in same advanced menu as CMD is on installer (I assume you using installer to boot?). You could try a system restore, its also in the same menu
is there anything on C drive you want to rescue? try making this on another PC: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/
If you need to, back up everything you don't want to lose and do a reset. Its in the troubleshoot menu on installer.
If you don't have an installer (and want one), on another PC, download the
Windows 10 media creation tool and use it to make a win 10 installer on USB << easier on PC than using the automatic repair menu each time
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
