[SOLVED] OS running unbearably slow and stuttery

I recently built a new computer with a GTX 1060, Gigabyte Z390 mobo, 8gb of ddr4 corsair ram, and i3-8100 processor. Everything went fine, Installed Windows 10 Home, on the HDD, booted up. I log in, and everything slows down. Apps wont open, the whole OS is slow. I dont know what it would be, but it feels like a hardware issue. Could anyone give me a checklist of sorts for my hardware, for stuff that would cause that? Not the best with computers. Thanks!

cpu temp?
1 stick or 2 stick of ram? what speed?
hdd? it is doing the windows update?
CPU Temp 40 - 50 Celsius
2 sticks of corsair vengeance lpx 4gb 2400mhz ddr4 ram
hdd is wdblue 1024gb
it lagged both before and after I attempted windows update. When it first turned on, windows update was not running. that was the first thing i checked.

I built a computer recently, installed windows, and when it starts up, the disk is at 100%, making the whole computer run at a snails pace. I dont know what's causing it,because nothing is using my disk in task manager,yet its still at 100. I have a WD Green 7200rpm 1tb hdd. Ive tried chkdsk (which got stuck at stage 4, 39/160,000+), and I tried finding something in the I/O read/write bytes, but nothing.
