just running windows 7 on a 1920x1080 1080p dell 24" screen is going to use 120 MB of video memory but they say it will run on 64 MB GPU so i am just saying that maybe their off
Would I sell it to you? Yes. It's your responsibility to make sure that it meets your needs, not mine. Of course I would point out that such a low end video adapter would be extremely limited in what modes it supported.

So what if you run M* pic as your wall paper and 32 BIT and 1920x1080 1080p do you get 49,766,400 bytes of VRAM to display a single frame. It'll run in 64MB just fine.

While you may be setting 32-bits/pixel, the actual display is only 24-bits.
