OS wont load

I have been building pcs for quite some time but have never had this happen to me. I am trying to load an OS and it stops at the windows setup screen. This is with any MS OS.
The harddrive seems fine I can copy the cd over to it and start the setup "wizard" it gets through the system checks although it does try to fix the amount of free space reported. (this happens after a failed attempt to load) but the first time after fdisk and format is fine. the mobo has been tested. anybody seen this or know if its an indication of a bad drive.

Can you swap it out with another hdd, and see if the same thing happens?

I took it out and put it into another box and loaded 98 on it. Then I put it back into the 1st one and it boots and runs. I am having problems with the floppy drive controller and lots of lock ups now. Im thinking its the via drivers. unfortunately I only have them on floppy today.

Crappy video Card. Replaced it and everything went smooth.
