OS won't shut down

I just built my new computer and everything works great except two things. Here's what I have

Antec 900 Case
AMD Phenom II X4 955 Black Edition
ASUS M4A79T Deluxe AM3 DDR3 AMD 790FX
Corsair 750TX 750W
SAPPHIRE 100259-1GL Radeon HD 4870 1GB 256-bit GDDR5
Western Digital Caviar Black WD6401AALS 640GB 7200 RPM 32MB Cache SATA

Samsung SH-223F DVD Burner
OCZ Platinum 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
Windows Vista 32 Bit
Razer Mamba Wireless Mouse
Razer Lycosa Special Edition Mirror Keyboard

I know, windows 32bit, but I got it for free and I'm holding up for the windows 7 upgrade in 3 months. My problem is that for some reason when I shut down my computer doesn't finish completely, and I always get a message asking me what mode I want to start in because it didn't shut down (safemode etc.)

The second problem is that when I play GTA IV keys randomly stop working (normally directional keys, ie a,s,d,w). I called rockstar and they said to check my keyboard drivers and try disabling all non essential programs on startup from msconfig. I have the most up to date driver but I haven't had time to try disabling everything. Anyone else have any other ideas?
 
From very early days there were reports some users had trouble turning vista off .

It may be because of a device driver , and if you have too much time on your hands you could try disabling then using device manager , ONE AT A TIME , and then seeing if it shuts down

You could alo try disconnecting every USB device one at a time and see if that makes a difference
