Question Other applications lag while playing some games in full screen

I am having an issue where I will be playing games and watching a youtube video on my second monitor and the game will run at 144 fps and be perfectly smooth but the video will be lagging and frame dropping heavily. Most noticeably on For Honor. I opened up task manager and saw that my cpu and ram never exceeded 40% load meanwhile the video is lagging. My main monitor is 144hz and my second is 60hz. I do not have g sync on. I do run wallpaper engine in the background. Seems to be more of a software bug than a hardware issue.

CPU - Ryzen threaripper 1950x
GPU - RTX 2060
RAM - 32gb corsair vengeance lpx

Additional specs needed:

Motherboard?

PSU - Make, model, wattage, age, condition?

Disk Drive(s): make, model, capacity, how full?

Also look in Resource Monitor to learn more about system performance.

Look in Reliability History and Event Viewer for error codes, warnings, and even informational events that correspond with the lags.

Observe performance with and without full screen use. Likewise with and without the wallpaper engine.

From my experience it can easily happen when game pushes GPU close to 100% usage.
