[SOLVED] Other programs slow down when gaming (but the game itself)

To start I'm running four programs (unity3D, Xsplit, Fortnite, and opera) on a four monitor setup. (three 27" and one ultra wide not sure how big. )
when playing fornite in any window mode, all other programs on the computer except for the browser lag and slow down. (there are occasions when it doesn't) however, this only happens if I'm moused into fortnite, if i mouse out of fornite but still have it running everything including fortnite runs smoothly. I've tested gameplay using a controller while moused out and i have no issues playing.
i recently upgraded my rig from 16gbs ram to 32 and from a 128gb SSD to a terra bye. I did not experience this on the older setup.
Any help would be loved.

ryzen 7 1700X
Sabertooth z87 Motherboard
32GB 3000 MHz Ram
1T Samsung SSD
GTX 1060 8G
Windows 10 64 Bit

Overclocking ram seems to solve it, but need to find a stable build. GPU may be the bottle neck as well/
