Outdated Laptop, Require advise for speed up. - Specs Inside.

This laptop is several years old and in incredibly outdated. However with an upgrade out of the question I have to make do. As it stands it can barely handle standard activity, just trying to load the forum page took me a few minutes. It didn't always be this bad so it should be able to still run things if the right steps are done.

Things I have done:
Defraging
CCleaner
Removing anything unnecessary
Using the bare minimum of programs.

Things I am not willing/able to do:
Spend money to get new parts.
Upgrade the existing hardware

Things that I am willing to do:
Reinstalling OS
Cleaning out Hardware
Almost Anything Else

On a 64bit system (anything int he last decade), you can install either a 32bit or 64bit OS.

A 32bit OS will limit you to slightly less than 4GB RAM.
I know you said you didn't want to spend any money, but adding a 40 dollar SSD to replace the 5400 RPM HDD would make it instantly feel like a new laptop. I have a 9 year old Dell that I did this too and can't even begin to tell you the difference. You can then re use the SSD in a new laptop when you finally do replace your current one.

in other words, if your laptop has less than 4GB of Ram don't install a 64 bit OS or it will run slow

No, it won't run any 'slower'. With 2GB RAM, it will be slow, be it 32bit or 64bit
