What settings should my organization fix server side to be able to open up a new email and search for an addressee using a first name or last name?

Whenever I create a new email in Outlook, I noticed that when I go to select an addressee, and enter a first name, it will populate the user's information. When I use the last name, it treats it as if the system is not able to find the user. I have worked at other organizations that I was able to enter either a first and/or last name and have it self populate. This does not happen when sending emails via OWA, so it must be an on-prem feature maybe in Exchange or something else that needs to be turned on/off. Any help is much appreciated.
