Outrageously high cpu temperature in spite of working heatsink

3 years ago my cpu i3-2100 heatsink got cracked, then i replaced it with a cheap heatsink of my locality. After that I am running flawlessly for 3 years. Recently i noticed my cpu temp was rising to 97-98 with just browsing Internet and computer was frequently freezing and facing blue screen. Then i released the cpu heatsink and and cleaned it inch by inch. It was loaded with dust. I again installed that. 2 days it has passed ok, now again i am seeing computer freezes doing no cpu intensive tasks.
Here is the image of today's bios temperature.

I am planning to buy 6th /7th gen pc within 1-1.5 months. I don't want to spend at this moment.

I probably should have explained this when I first replied to your thread. You don't need to coat it. A small dot the size of an uncooked grain of rice is plenty. It will spread as you squish the cooler onto the CPU.

As for how much can it take, I used it on my FX 8350 at 5.2GHz (estimated 224w at overclock speed and voltage).

A temperature like that in the BIOS is absolutely not a software issue of any kind and the Vcore looks fine so it's probably something to do with the heatsink and the way it is attached to the CPU. Fan or not, you shouldn't have 98C in a BIOS screen so I suspect that the heatsink is not making thermal contact with the CPU. You may have not attached the CPU fully, particularly if it has the 4 pins you may have a broken one, or the thermal paste is not installed correctly. So long as you see the fan spin, the fan is fine, but I'll repeat that the heatsink alone without a fan should be able to cool the CPU to well below 98C in the BIOS.

Yes i removed the heatsink, but I didn't see any paste between the sink and cpu, should I buy?

I don't know about paste, i released the heatsink and re installed it, i couldn't see anything like grease or paste between the sink and cpu. Fan is spinning i have watched but its not cooling that much

Yes that's what I believe, bios temp is independent of all factors. I removed only the heatsink and the fan with it. Installed it again like it was, but I don't know and didn't see any paste or something like this
