Oveclocking - System Builder Marathon $625

Built the exact system as in the last System Builder Marathon: $625 Gaming PC and am having trouble overclocking.

Using the same Bus/Multiplier/Voltage's described.

The system will only boot with the defaults:
Core Speed: 2500 mhz
Multiplier: x 12.5
Bus Speed: 200 mhz
FSB: 800 mhz
Voltage: 1.184 V

But I've also noticed with CPUZ that it drops the Core Speed to 1200 mhz and multiplier to X 6.0 when the cpu's not being used, maybe some kind of power saving mode...

I'd like to run at least at 3.6ghz. Any thoughts on what to do/whats going wrong?

Thanks, I found the issue, was doing everything but matching the ratio with the ram's frequency 1:1. Now running at 3.66ghz with no problems.

Although when the cpu's idle it's still dropping back the multiplier (this may be a good thing to help with its cpu's life/power/etc). Can't find any where in the BIOS to disable it. The motherboards a "Gigabyte GA-EP45-DS3L" and if anyone knows what setting is causing this please let me know.

I don't know exactly what setting causes that but yes, it is a power saving mode and I really see no point in disabling it because when you are using your CPU it will up the multiplier/speed if it needs to, otherwise no real point in having it run at full speed when its just sitting there, it would just be a waste of power.

Edit:
CPU EIST Function (SpeedStep): Enables or disables Intel's power-saving function; when enabled, the CPU core frequency and voltage are throttled down to conserve power dynamically during usage.
