"Turbo Boost" is a stock feature of the 6600K.
Base is 3.5GHz, Boost is 3.9GHz.
You *can* use them together, but it's a bit tough to get stable, and generally more hassle than it's worth.
For example, the "Boost" is +400MHz (0.4GHz)
If you OC the 6600K to, say 4.5-4.6GHz (which should be achievable by most 6600K's with 'safe' voltage, and appropriate cooling) the "Boost" would still kick in to push it to 4.9-5.0GHz which is extremely unlikely to be stable.
IIRC, only the top 2% of 6600K's could get to 5GHz stable (~10% could do 4.9GHz), and the ones that could, needed substantial voltage boosts.
A stable ~4.5Ghz OC with turbo disabled would be the smartest route.
