Over current has been detected

I keep getting the over the “over current detected usb error” I’ve tried everything and just got a pci-e usb 3.0 but I’m still getting the error i don’t know it’s the motherboard or bios now

Is the new PCIe USB 3.0 card defective? Remove it and see if the computer will boot properly.
