over heat problem in all the parts !

i have the following
Gigabyte h81 d3 mobo
i5 4590 + hyper 212 evo
Gigabyte r9 280x
kingstone hyper x fury 8 GB
case : fractal-design Define R3, Black Pearl

the issue : i am in egypt so the temp is high by nature but lately after i got my new case and when there is no LOAD suddenly the temp goes up like there is a huge load cpu goes above 70 C
gpu 85 C , that was msi afterburner says , when i play games like witcher 3 and the demanding games , cpu and gpu load never goes that hot the problem is in the load statue i got that all heat tried to find any background programe who cause that and there is nothing but when i try to do any stuff like browsing or playing music the heat goes down again when i leave the pc without load the heat goes up again .

Your case is designed to be quiet, not to keep the components cool; did you install all optional fans? It's a good case if you keep the ambient temperature below 25°C; but if you don't use a powerful enough air conditioner to keep your room comfortable, then make sure the case has optimal airflow.

thanks for the answer , actually no i only use two 120 fans in the front to take the air in and another to take the hot air out in the back , my room temp is about 33 C in summer

You have 2 options: install more fans or keep your room cooler; I'd choose the latter.

My advice to you is to buy air conditioner, that will solve all your problems in life..
I'm your neighbor I live in israel and its hot here too in the summer but we do have ACs so its fine
but you say 33 C... I think water cooling will solve your problem.
