over heating and speed base

i have biostar h81 mgv3 mother bord with processor i5 4960 and its base speed is 3.50 ghz but my pc speeds upto 2.9 ghz why ...and my processor is overtheating too ...can anyone tell me help

Turbo kicking in ? As for overheating, you might want to clean dust and maybe change TIM paste between CPU and cooler.
